Tammy Rimes, MPA

 Tammy Rimes leads North America’s premier association for educational content, legislative advocacy and support for cooperative procurement. She formally served as purchasing agent and emergency logistics chief for the City of San Diego. Under her leadership, the City consolidated its warehouse operations, centralized all purchasing and contracting operations, and moved to a more customer-focused approach.
 

With past marketing experience in the airline, retail, electrical utility, and wine industry, she has the unique perspective of working in three different worlds: corporate, government and entrepreneurial.

Windy Aphayrath
State of Utah Division of Purchasing and General Services, Chief Procurement Officer and Director

Windy Aphayrath is the Chief Procurement Officer and Director for the State of Utah's Division of Purchasing and General Services and a graduate of Westminster College. She previously served as Assistant Director in the Division where she had oversight for the State's Cooperative Contracts program as well as serving as project manager for the Division's special projects.

Prior to joining the State of Utah, Aphayrath worked in the biomedical technology industry where she established a supply chain regulatory compliance program, developed a supplier management program, and supported global sustainability initiatives, in addition to strategic sourcing.

Rob Fiorilli

Group Vice President, West


 As Group Vice President, West, Rob Fiorilli is responsible for the sales and operations within the West Region which is comprised of eighteen states west of the Mississippi River and is broken up into six regions. Fiorilli has the pleasure of supporting a world-class regional management team made up of six professionals who support the needs of participating public agencies within the municipal, K-12 and nonprofit markets. In addition, they work with contracted supplier partners daily via joint calls and trainings to ensure participating agencies maximize their contract’s value.
 
Most recently with OMNIA Partners, he was a Regional Manager in the Southwest managing local/K-12 customers for OMNIA Partners in five states.
